The purpose was to consolidate and supervise solicitations for funds in the Greater Cleveland area on behalf of charitable, scientific and educational organizations engaged in the prevention of disease. The Fund was composed of six participating agencies: The Arthritis Foundation, Cystic Fibrosis, the Diabetes Association, the Hemophilia Foundation, the Kidney Association, and the Muscular Disease Society. He was Executive Director (1948-1965) and Executive Vice President (1965-1975) of the Jewish Community Federation. Under his leadership, it became one of the most successful community federations in the United States. Zucker also served as a consultant to other Jewish federations and local and national social organizations.
